Kish Statement

Kish Statement

TUMS Public Relations News Service: First international conference of deans of medical faculties of Islamic countries with participation of about 40 delegation from 23 Islamic countries in Kish island accomplished its work with a final report and manifesto called Kish Statement.


The manifesto of CDMIC or "Kish Statement" which is considered the formal evidence of the CDMIC discussion sessions, includes topics about the importance of scientific collaboration among the Islamic countries and the suggestions to facilitate this developing process.

Conscious of The objective of the meeting which was to reach a consensus on modalities of multilateral cooperation in medical sciences among the Muslim nations and the respective medical schools representing the states in the conference,

Affirming the concept of “Equity” in the Islamic culture as the basis for the cooperation,

Noting that every single Muslim irrespective of his/her place of living should benefit from these efforts,

Taking into account the fact that Muslims are raised to serve others especially the needy and the most underprivileged classes of the societies,

Expressing our sincere thanks to Tehran University of Medical Sciences for the invaluable initiative and the Islamic Republic of Iran for the warm reception,

Hereby, we the Participants to the 1st International Conference of the Deans of Medical Schools held on 29-31 May 2007 in Kish Island, IR Iran representing 23 Islamic countries, resolve to the following:

The four main areas of cooperation shall be as:

I. Ranking

In regard to the importance of a ranking system for promotion of scientific activity and the current fruitful level of cooperation in this area, a working group shall be constituted, taking its members from interested medical schools of the Islamic countries, as to shape the future of medical schools ranking system.

Effort shall be geared towards reaching a consensus on how to make the present ranking system compatible with international standards and how to apply the existent internationally-agreed criteria to the contextual needs of the Islamic states to enhance the Islamic culture for cooperation.

The future criteria shall encourage competition as well as promote all medical schools to quality status and to serve the needy communities.

II. Networking

Due to the importance of establishing a network among the medical schools of the Islamic states, a working group shall be developed to follow the decision of the Kish gathering which is to create the necessary links among the Muslim nations and the respective medical schools to establish a uniform and harmonized Islamic scientific network in “Training and Research” in the near future. To expedite the process, facilities available to the medical schools such as “Knowledge city” in Kish Island of Tehran University of Medical Sciences can be used for achieving the objective. A common website followed by a common database shall be developed for the purpose.

III. Open and distance learning

In recognition of the importance of distance learning aimed at giving better access to every Muslim individual living in any country, and soon in future any interested person who wish to learn Islamic sciences, a working group shall be developed to work out the modalities of cooperation and the necessary technical contribution to lead towards formation of a “virtual medical school of the Islamic countries” that will provide the interested applicants and the prospective students with a high standard and a proven quality training for medical and health sciences education and research at undergraduate and graduate level.

IV. Medical ethics

Having regard to the importance of ethics in our present world, a working group shall be developed to find out ways and means on how to apply the medical ethics, taking root in Islamic ideology and thoughts, to the day to day medical practice in the Islamic countries.

The outcome of the aforementioned activities shall be incorporated into the curricula of the medical schools of the Islamic states in future.

Having emphasized on the importance of the 4 aforementioned areas as the basis for future collaborations, the participants also agreed to:

1. Shape the future collaborations under the name of: “Forum of Medical Faculties in the Islamic Countries” (FMFIC).

2. The necessity of the establishment of a secretariat to follow up on the agreement/s and coordinate the efforts

3. The location of the secretariat to be in Tehran University of Medical Sciences.

4. Proposal that the Chancellor of Tehran University of Medical Sciences serve as the Head of the Secretariat.

5. The secretariat shall inter alia:

a. Develop an executive Plan of Action with a clear timeframe in close consultation and collaboration with the other members of the forum and/or with any other interested medical schools from the Muslim states.

b. Work out technical details of cooperation within the respective working groups and steering committees and or any technical area that will be developed as part of future agreement/s of the group.

c. Expedite networking system to facilitate exchange of scientific information in a smooth and persistent manner with the medical schools parties to the forum.

d. Submit the final statement and report of the conference to the Secretary General of OIC and the Heads of other related international organizations.

6. Hold regular annual meeting in rotation, with its venue to be chosen at the end of each annual session, in order to perpetuate the idea of Islamic culture of brotherhood in sciences which is perceived by all participants to be and to work beyond geographical and territorial boundaries.

7. Give the opportunity to other medical schools which did not have the chance to join this forum as new member/s.

8. Benefit from technical and or financial support of Organization of Islamic Conference (OIC) in close consultation and collaboration with the organization. Request shall be submitted to OIC as to choose the medical schools with the highest quality to serve as International Islamic scientific structure to receive financial and technical support of that organization.

9. Benefit from technical support of any interested international organization such as WHO, UNESCO, ISESCO, etc in future.

10. Welcome any additional area of cooperation proposed by any member medical school subject to majority agreement or consensus and based on the potential to serve the interest of the Muslim nations.

11. Offer technical support to less developed medical schools in the OIC member states based on submission of the request to the secretariat. The methodology shall be defined within the working groups and will take effect following endorsement by the future meeting/s of the forum.

12. Dedicate, every and each effort, to shape the “Islamic Medical University” and to materialize Islamic unity in sciences.

13. Recommend uniform guidelines to the medical schools in the Islamic states to carry out quality assurance. In close collaboration and consultation with OIC, a model of accreditation of programmes and institutions shall be developed.

14. Proceed with the activities in accordance with the rules/regulation of any particular country.

15. Take efforts to establish curricula for International Masters and PhD courses on different medical/health fields
