TUMSPR News: Regional Director of WHO-EMRO, Dr. Hussein Al-Gezairy, met with TUMS Chancellor, Dr. Bagher Larijani upon his visit to TUMS Faculty of Traditional Medicine and TUMS Research Center for Science and Technology in Medicine (RCSTIM) on September 14, 2011.
Dr. Hussein Al-Gezairy, the Regional Director of WHO-EMRO, met with Dr. Bagher Larijani, the Chancellor for Tehran University of Medical Sciences (TUMS), upon his earlier visit to TUMS Faculty of Traditional Medicine and TUMS Research Center for Science and Technology in Medicine (RCSTIM) on September 14, 2011.
Welcomin Dr. Gezairy, the Chancellor briefly described the changes made to the educational system of the University, its national, regional and world stage positions, its knowledge production and the way it was rendering health services.
The head of Ministry of Health’s Policy Making Council also hinted at the activities of the organization, its achievement, health system challenges, and its role as the body for unifying health system policies.
Reporting the research output of the University, the Chancellor said 29% of the scholarly papers of Iranians in ISI Web of Knowledge and 45% of the ones indexed in PubMed are produced by TUMS faculty members.
On the inclusion of three fields of science, clinical medicine, pharmacology and toxicology and social sciences, among the top 1% institutions with highest citation in Essential Science Indicators (ESI), the Chancellor said the University ran a website that was unique in Iran the region and could compete in the world arena.
He also briefly talked about the participation of TUMS in the macro projects of the Country, such as development and production of Angipars for diabetic foot ulcers, use of stem-cell technology for hard-to-treat disease and development of an intelligent surgical navigation system among other disclosed or unpublished works.
On rendering health services to the one third of Tehran which covers a population of about 4.2 million, the Chancellor said outsourcing of the services had been adopted for the first time by the University in an attempt to integrate non-communicable disease surveillance into primary healthcare (PHC).
Outpatient care to more than 3 million patients in TUMS clinics, carrying out more than 200,000 surgical procedures, visiting 1,200,000 patients at Emergency Departments in the past 2 years plus hospitalization of more than 120,000 patients in the first 3 months of the Iranian year, and 100,000 clients in hospital pharmacies in a period o one month were other undertakings of the University in its commitment to the people’s health.
On the policies of the Council, the Chancellor said there have been remarkable achievements such as increase in life expectancy, decreases in maternal, neonatal and 1- to-59 month old children’s mortality rate, over 90 percent primary healthcare coverage in rural areas, expansion of school health services to more than 80 percent of the country, attaining self-sufficiency in the production of 95% of the country’s pharmaceutical needs and eradicating many communicable diseases such as malaria, polio.
The Chancellor believed high out of pocket expenses for treatment compared with other countries, not so routine evidence-based decision making, inability of evasion of insurance companies from paying back their debts to medical universities, inequity in distribution of resources and unproportionate health tariffs were amongst factors threatening the health system. He finally notified of the health system road map development and its future finalization.
Thanking the Chancellor for the meeting, Dr. Gazairy expressed his pleasure of the abundance of achievements by the University and the Council and having been briefed in TUMS Research Center for Science and Technology on neuroimaging techniques he believed the teaching of anatomy as well as physiology and other courses could be totally changed and education without health and health without education meant impossible.
On coordination of the activities of different health stake-holders the WHO-EMRO director said that the successful propaganda for breast-feeding there seemed to be some incongruencies when advertisements for formula milk appeared in the market upon the ability to produce them. Therefore coherence and coordination was essential in health activities.
He finally said “I congratulate you personally and congratulate the University and I am glad to see these positive developments”.
On the flexibilities of Iran’s health system in the inclusion of non-communicable services, Dr. Niknam, the acting minister of health, said that the model of health adopted by Iran was unique in the region and had the ability to be used by other countries, especially in the third world.
Dr. Dinarvand, the Dean of the School of Pharmacy, also involved in the talks and said the school’s curriculum for Pharm-D degrees had been altered to 6 years to include rotations in hospitals and community services and the school was offering PhDs in nanotechnology, biotechnology and pharmacognosy. He also said the school had established an incubator center to develop the ideas to products by the faculties and there were already five recombinant protein products in the market.
Dr. Jalili, the vice-chancellor for Education, concluded the session by saying that the deputy had tried to revise the curriculum of the medical education and nursing and had taken action to improve the quality the quality of education, teaching methods and content of the programs to meet the competencies expected for the graduates. Modifying the look towards the sole treatment of diseases to inclusion of prevention of disease and working to enhance TUMS International’s Schools competence in internationally were other objectives of the deputy mentioned by Dr. Jalili.
